ABOUT THE PROJECT

Project Purpose and Need

Lead and Cooperating Agencies

ConocoPhillips Alaska, Inc. (CPAI) proposes the CD8 Project to construct infrastructure necessary for the safe and economic:

  • Production of commercial quantities of oil and gas resources from lands leased by CPAI in the southeastern portion of the Colville River Unit (CRU), and;
  • Transportation of those resources to market via the Alpine Central Facility (ACF), in compliance with applicable laws and legal obligations.

To achieve this, CPAI requires permit approval to construct one or more drillsites, access roads, pipelines, and ancillary infrastructure.

Project Location and Scope

The CD8 Project is located on the North Slope of Alaska, within the Colville River Unit (CRU) between the East Channel and Niġliq Channel of the Colville River.

Alternative A3 – Proposed Project:

  • The CD8 drillsite would be located approximately 7.5 miles south of CD1/ACF and 2.1 miles east-northeast of Nuiqsut.
  • A 6.1-mile gravel road (Route 3) would connect CD8 to the existing Alpine infield road system at CD4.
  • The road alignment parallels the existing pipeline corridor on the west side and includes:
    • A multi-span bridge over Lake L9324
    • Four culvert swale crossings
    • A single-span bridged crossing over the CD4 pipelines
  • Three new co-located pipelines would connect the drillsite to the existing pipeline corridor just north of the Willow Horizontal Directional Drilling (HDD) location.


Alternative A2

  • The CD8 drillsite location remains the same as in Alternative A3.
  • A 7.0-mile gravel road (Route 2) would connect CD8 to the Alpine infield road system approximately 0.8 miles north of CD4.
  • The road alignment:
    • Parallels the existing pipeline corridor on the west side for about one-quarter of its route
    • Crosses to the east side of the pipeline corridor as it travels north past CD4
    • Crosses back over the pipeline corridor near the tie-in point
  • Includes:
    • A multi-span bridge at the Lake L9324 drainage
    • Two culvert swale crossings
    • Two single-span bridged crossings over the existing pipeline corridor
  • The pipeline corridor for Alternative A2 is the same as in Alternative A3.

  • Scoping Period: Sep 22-Oct 22, 2025
    • Public and agency input on the project purpose and need, alternatives, and substantive issues to be addressed in the EIS.
  • Finalization of Alternatives: Nov-Dec 2025
  • Draft EIS Public Comment Period: Fall 2026
  • Final EIS: Summer 2027
  • Record of Decision (ROD): Early Fall 2027
